Capehart Mill Site

LEP services provided for a 20-acre former textile mill site in Norwich, Connecticut. Work involved completion of Phase I, II and III investigations and Remedial Action Plans to assist potential developers in the evaluation of environmental risks and remediation requirements.


This project was completed as part of a USEPA Brownfields Assessment Grant. The project was also coordinated with the CTDEP.  As part of the Phase I ESA, a review was conducted of the CTDEP files relative to the Capehart site.
The regulatory review helped in the development of the subsequent investigations and RAP by providing information regarding the nature, quantity, and location of waste management activities.  

The City of Norwich took the lead to conduct the environmental investigations and the RAP to attract interest in the property by private developers and to facilitate in the planning and engineering of its potential reuse.  

Through meetings with various departments from the City of Norwich, a RAP was structured to facilitate different development scenarios Redevelopment scenarios included renovating existing structures, demolition of select structures for parking/open space, or construction of a new structure. Community outreach was included to describe the Brownfields program.  The outreach program included interactive efforts to understand and resolve community concerns and issues associated with the sites and their potential reuse.  Upon completion of Remedial Action Plans, meetings were held with potential developers to discuss ways to manage environmental remediation with site development.
