Former Mattatuck Manufacturing Facility
The Waterbury Development Corporation (WDC) entered into a letter of intent to purchase the former Mattatuck Manufacturing Complex in Waterbury, Connecticut. As a component of its due diligence, WDC requested an independent assessment of the environmental condition of the site and to develop a site reuse plan.
The Mattatuck facility had been used in the past for manufacturing of various cables and components for automobiles and machinery. Operations included braiding, stamping, forming, and drawing; machining; applying plastic coating to cables; dyeing and painting; degreasing; tumbling; cleaning; and electroplating.
Our review involved the evaluation of past environmental investigations and remedial actions to identify any financial and other liabilities that WDC could assume if not addressed in the context of the transfer of the property. The evaluation also included an assessment of planned remediation and how it could affect the intended development of the property by WDC relative to environmental land use restrictions (ELUR) and contamination left in place.
We developed a reuse plan for the site in accordance with WDC's development goals. The reuse plan included a four-bay firehouse with attached satellite police station, a senior community center, and associated site improvements. The plan identified environmental regulatory and liability issues, recommendations for resolving environmental issues, size of the proposed buildings, space program site improvements, and parking. We assisted WDC to ensure that environmental matters are appropriately addressed in the Contract for Sale, and we are also conducting additional site characterization in areas of the proposed buildings.
A developer has entered into an agreement to purchase the property and remediation is proceeding. Ongoing consulting services include monitoring remediation activities.
