Mill Decontamination and Demolition

We were retained by the Town of Griswold to address environmental issues at the former Ashland Mill complex in Jewett City, Connecticut. Developed as a cotton mill in 1864, textile-manufacturing operations continued at the site until the 1950s. The buildings were then occupied by various manufacturing, warehousing, and assembly tenants until the early 1990s. In March of 1995, several historic mill structures were destroyed by fire, leaving behind badly deteriorated building walls and foundations.
![]() The Connecticut Department of Environmental Protection (CTDEP) and the United States Environmental Protection Agency (EPA) funded the project jointly. The work to alleviate the environmental and safety concerns involved coordination among the agencies, the Town of Griswold, and Connecticut Department of Public Health (CTDPH).

The scope of work on the project included environmental assessment, remedial investigations, development of demolition plans and specifications, contractor evaluation, and oversight of demolition activities. A physical building assessment was necessary to determine building construction types and to identify the nature and extent of the building debris.
The safety of the Ashland Pond dam, adjacent to the site, was assessed because three of the buildings were partially founded on this dam. Based on the results of the investigations, remedial action construction drawings and technical specifications were prepared. The contract documents detailed all site decontamination and demolition requirements, provided waste characterization and disposal requirements, and established site grading and restoration requirements.
Full-time construction inspection services were provided, to ensure that the work was completed in conformance with the plans and specifications. In addition, soil remediation activities were designed and undertaken as part of the project.
